Bottlewhat the buff actually does
Most damage boosts in Terraria pile into one shared pool, so the tenth one you stack is worth less than the first. Archery does not work that way. It applies on top of everything else you have running, which means it is worth more on a fully geared archer with a headgear bonus and a quiver than it is on a fresh bow. The tooltip also undersells it: the bonus covers the bow and the arrow together, not the bow alone.
The speed half is less reliable. Arrows already flying near the game's ceiling for projectile speed get nothing out of it, so on the fastest bows you are drinking it purely for damage. It also covers the Stake Launcher, which is easy to forget since stakes are not arrows.
when to drink it
It lasts long enough that there is no reason to ration it during an event or a long farming run. Keep the ingredients growing rather than buying the potions, and treat it as a permanent part of your buff row for any ranged playthrough that leans on bows.
