Anything you can do to a block at arm's length you can now do from a bit further back. Placing, mining, hammering, watering, all of it. On paper that reads as a minor convenience. In practice it removes a large share of the shuffling back and forth that makes building tedious, and going back to playing without one is unpleasant.

It only combines with the Toolbelt, the Toolbox and the Builder Potion. A second copy adds nothing, so there is no reason to hunt one down. All four effects together is the full building reach, and the accessory eventually folds into the Architect Gizmo Pack, which is where it wants to end up so you stop paying an accessory slot for it.
