This one only comes out of the Angler's reward pool, and he keeps track of you. As long as a copy is sitting somewhere you can reach it, your inventory, a spare loadout, or a piggy bank you are carrying, he will skip it. That usually works in your favor, since duplicates stop crowding out the rewards you still need. Once you own his whole run of fishing and information accessories, or the upgrades they fold into like the Angler Tackle Bag and the Fish Finder, the check stops applying and it can turn up again. The colored moss versions skip the quest queue entirely, since those are crafted.

Every bobber grants the same flat fishing bonus and two of them do not add up, so a second one in another slot is a slot thrown away. Pick whichever sprite you like on the end of your line and treat the rest as pure cosmetics. Dropping it into a social slot keeps the look and loses the fishing power, which is the trade you make once you have something better competing for the real slot.
