Making one means having every herb in the game in hand at the same time, which is why most players end up with it late rather than early. If you keep planter boxes running for potions you will drift into owning the full set without trying. If you do not garden at all, it is a scavenger hunt across every biome for one hat.

Filling the research count on each herb one plant at a time is miserable. Research a single Garland instead, duplicate it as many times as you like, then drop the copies into Shimmer. Each one breaks back into the herbs that made it, so you can feed the research pool from a duplicator rather than from a garden.

It is a flower crown for the social helmet slot and does nothing else. The tooltip lifts a line from Don't Starve, where the same item exists and the survivor has an opinion about wearing it.
