Movement boots change how the game feels more than any weapon does, and this version is the one that can show up before you have earned it. Crates come out of any water, including a pond you dug yourself next to your house, so a patient hour with a fishing rod can hand you sprint speed while you are still wearing wooden armor.

It does the same job as the hermes and flurry versions and does not stack with either of them, so a second pair is worthless as gear. Do not sell spares without thinking, though. These feed into the amphibian upgrade, which folds swimming into the same accessory slot and is one of the better quality of life items available that early.
