The bonus applies while the helmet, chestpiece and leggings are all worn together.

buying instead of farming

Tiki armor is one of the few sets you simply pay for. The Witch Doctor stocks all three pieces once Plantera is down, and you no longer need a Pygmy Staff sitting in your inventory for the stock to appear. For a summoner that means the power jump lands the moment you can afford it, with no drop chasing in between.

why you would pick it

The whip reach bonus is the whole argument. Whips already ask you to stand closer than any other class wants to, and extra range turns that from a gamble into a safe rhythm: tag from outside contact range, let the minions redirect, back off. Durendal and Kaleidoscope feel like different weapons with the set on. If you barely swing a whip and just let minions work, Spooky armor hits harder at the same tier.

a habit worth knowing

Taking a piece off drops the minion cap immediately, and any summons that only existed because of that piece vanish on the spot. Usually that is an inconvenience. It doubles as a fix, though: when a stubborn minion will not make way for the one you just cast, unequip a piece and put it back to clear the board.

stacking minions

Layering Pygmy Necklace, Necromantic Scroll and Papyrus Scarab on top of the set, with the summoning and bewitched buffs running, pushes your count as high as anything short of Stardust armor manages. Sentries sit outside that cap, so a few Ballista posts around an arena add firepower without competing for slots.
