Used to craft
the sand bonus
On ordinary ground these are a plain pair of running boots. On sand they turn into something else, close to doubling your speed and getting you there much faster. Every sand, hardened sand and sandstone tile counts, including the corrupt, crimson and hallowed versions, but the polished variants you craft yourself do not, so a smooth sandstone floor gives you nothing.

Combining them with Rocket Boots produces Spectre Boots and destroys the sand effect in the process. If you want Spectre Boots, feed a different pair of boots into the recipe and keep these intact. Nothing else in the game does what they do.
sand highways
The obvious use is laying a road out of sand and running it. Before Hardmode, with Asphalt Block still out of reach, this is the fastest ground travel available and the material is free wherever you found the boots. The effect works upside down in reversed gravity too, though sand falls, so the road needs platforms underneath it.
the name
The tooltip is a Dune joke. In that story the sandworms hunt by feeling steady footfalls through the desert, so anyone crossing open sand has to break their rhythm and sound like weather instead of prey.
